Constitutional: Having to do with a country or government's constitution or leading set of laws. Dispute A debate or argument. Government: System or order of a nation, state, or another political unit is called government. Monarchy A system of government in which national power is invested in one person, usually a king or queen. Parliament: Legislature, is usually a democratic government's decision-making body. Republic:  A system of government where power rests in citizens' who vote, and the representatives who stand for those citizens, the United States is a republic.

According to the PKLI administration, the needles used in transplants are missing in the market. Due to the shortage of medicines, many lives were in dangered. According to the spokesperson of PKLI, the transplants had stopped due to the non-availability of medicines. The injectable anti-thymocyte globulin used in the transplant has to be imported from abroad, but the injection became rare due to import problems. At PKLA, one patient has a transplanted every day. Last year, 211 patients were transplanted. The Chief Minister of Punjab approved the development of a college in his name at PKLI, but steps could not be taken to provide the much-needed injection to the hospital.

HISTORICAL BACKGROUND OF DISTRICT ADMINISTRATION: The district administration has its origin in the Muslim revenue system established by Sher Shah Suri (1529-45). He divided his empire into 47 divisions or  Sarkar , which were subdivided into 113,000  Parganas . He established an office of revenue at  sarkar  and  Parganas . In the broad sense, Deputy Commissioner was the descendent of Faujdar of the Mughal administration (Mughal kings did not change the administrative structure established by Sher Shah Suri).
